Singapore's EDGE Grant Replaced PSG. Here Is What It Means for Your SEO
If you planned to fund SEO with the PSG grant, the route has changed. Enterprise Singapore ended PSG on 29 September 2026 and moved digital marketing, SEO included, into the EDGE grant. This page explains what that means for an SEO package: what it can pay for, who qualifies, who does what in the application, and the mistakes that cost companies the grant.
The 60-Second Version
If you only read one part of this page, read this. EDGE changed the route to grant support for SEO, not the basic idea: pick an approved package, apply before any work starts, pay in full, then claim.
- 01
EDGE replaced PSG, EDG and MRA for Enterprise Singapore on 30 September 2026.
- 02
SEO is supported through pre-approved digital marketing packages listed on IMDA's SMEs Go Digital portal.
- 03
Digital marketing gets up to 50% support for SMEs and up to 30% for non-SMEs.
- 04
It is a reimbursement: you pay in full, complete the project, then make one claim.
- 05
Your company applies and claims itself. No agency can do either for you.
SMEs are eligible for up to 50% business grant support for the adoption of DM Best Big Boss Digital Marketing Packages, a Pre-Approved Solution under the IMDA SMEs Go Digital programme.
Where SEO Sits Inside the EDGE Grant
SEO is not an EDGE activity of its own. It is covered under digital marketing, one of the single-function digital solutions in EDGE's automation and digitalisation area. IMDA's digital marketing category names search engine optimisation next to search engine marketing and social media marketing, sold as pre-approved packages by listed vendors.
- Level 1EDGE grant
- Level 2Automation and digitalisation
- Level 3Single-function digital solutions
- Level 4Digital marketing
- Level 5A pre-approved package on SMEs Go Digital
On BizSG, the government's business support site, the same activity appears as Marketing and Content Software. Digital Marketing is one sub-activity; GenAI Marketing and Sales Content Generation is the other, with its own vendors.
What an EDGE-Supported SEO Package Can and Cannot Buy
It buys the pre-approved package exactly as it is scoped on SMEs Go Digital, with costs counted from the day you submit your application, once approved. It does not buy anything outside that scope, anything started or paid for before you applied, GST, maintenance, or a second application for the same solution.
Inside a package, if it is in the approved scope
Each vendor scopes its packages differently. Our two SEO-led packages, for example, include:
- A technical SEO audit, with XML and HTML sitemaps and schema markup on target pages
- Keyword research and targeting across up to 60 keywords
- Google Search Console set-up and indexing checks
- Rewritten copy on up to 15 existing pages, with title tags and meta descriptions
- Google Business Profile optimisation
- Monthly reports and a final review
Never inside, whatever the package
These sit outside the grant for every vendor:
- Work outside the approved package scope
- Any work started, or anything paid, before you submitted the application
- GST and maintenance costs
- Paid media, such as the clicks you buy on Google Ads
- SEO for a subsidiary or related company, or a solution used outside Singapore
- A second application for the same solution
Is SEO the Right Thing to Fund With EDGE?
Only if people already search for what you sell. SEO wins enquiries from existing search demand, so check the monthly searches for your products and services in Singapore before you choose. If that demand is thin, or you need enquiries within weeks, a package weighted towards Google Ads may suit you better.
Fund SEO when
Customers search for your service by name, competitors already rank for those searches, and you can give organic results a few months to build. Our keyword research process is how we check the first two.
Lean on Google Ads when
You need enquiries quickly, your site is new, or you want to see which searches turn into customers before investing in rankings. That is where Google Ads management earns its keep.
Fix the basics first when
Your website has serious technical problems or does not convert visitors, or you have not settled what you sell and to whom. A proper SEO audit will show which. Grant money spent on a site that cannot convert is still money spent.
PSG to EDGE: What Changed for SEO Buyers
The idea is the same; the details are not. Non-SMEs can now apply, answers come faster, you generate a package reference ID before applying, the proof needed at claim is different, and all EDGE activities share one annual cap. Past PSG grants do not count against that cap.
Who qualifies
Under PSG
SMEs only.
Under EDGE
SMEs at up to 50%, and non-SMEs at up to 30%.
How long you wait
Under PSG
Usually about six weeks to process.
Under EDGE
About one week for the digital marketing activity.
What you prepare
Under PSG
Quotation, three years of financial statements and business impact details.
Under EDGE
Quotation, a package reference ID generated on SMEs Go Digital and a one-year cost savings projection.
What proves the project
Under PSG
A usage report and a photo of the licence number.
Under EDGE
A photo of the software deployed, showing its unique identifier.
How the cap works
Under PSG
Up to S$30,000.
Under EDGE
S$30,000 a year for digital solutions inside S$100,000 a year across all EDGE activities, reset every 1 April.
Applied for PSG before 30 September 2026? Your application is still assessed under PSG's rules, and an approved project continues to its claim.
Applying for the EDGE Grant: Who Does What
Your company does everything on the government portals: building the package on SMEs Go Digital, generating the reference ID with Corppass, applying and claiming on the Business Grants Portal, and paying the vendor directly. Your vendor's job is the quotation, the work itself, and the details you need for the claim.
Your company
- 01Gets a Corppass user with the BGP Preparer or BGP Acceptor role.
- 02Builds the package on SMEs Go Digital to match the quotation exactly, then generates the package reference ID.
- 03Submits the application with the quotation and a projection of expected cost savings for the year after the project.
- 04Accepts the Letter of Offer, pays the vendor in full and keeps proof of payment.
- 05Submits a single claim before the claim due date, with a photo of the software deployed and its unique identifier.
Your vendor
- 01Confirms the package fits and issues a matching quotation.
- 02Waits for your submission before starting any work or taking any payment.
- 03Delivers the package within the project period, which ends no later than 18 months after approval.
- 04Supplies the software's unique identifier, such as a user ID, and the invoices you need to claim.
- ApplyOn the Business Grants Portal
- OutcomeAbout a week
- ProjectUp to 18 months
- ClaimOpen from 1 November 2026

Six Ways to Lose the Grant
The rules that trip companies up are about process, not about the SEO itself. Each of these six comes from Enterprise Singapore's own pages, and each can mean an application that is not supported or a claim that is not paid.
Paying a deposit before you apply
Any payment or deposit before submission makes the application retrospective, and Enterprise Singapore does not support retrospective applications.
Letting the agency submit for you
Applications, change requests and claims must come from your own authorised staff. Vendors and other third parties may not submit them for you.
Switching SEO agencies mid-project
You cannot change vendor after approval. You would have to terminate, reapply and wait before paying the new vendor, or risk the claim being rejected.
A quotation that does not match the package
The package you build on SMEs Go Digital has to match the quotation exactly. If the wrong quotation goes in, the fix is to terminate the application and submit a new one before any work or payment.
Missing the claim due date
Once the due date passes, the portal will not take your claim. You can ask for one extension, and only before the due date.
Falling out of eligibility before you claim
The conditions apply until you claim. If your local shareholding drops below 30% during the project, for example, the claim will not be supported.
How We Run an EDGE-Supported SEO Package
Best SEO Singapore is operated by Best Marketing Agency Pte Ltd, an IMDA pre-approved vendor. Two of our three approved packages are led by SEO, each a three-month programme: SEO with Google Ads, and SEO with content marketing. We set targets from real search data, and nothing starts until your application is in.
SEO and Google Ads
Organic groundwork and a Google Ads campaign side by side, for businesses that want paid search running while the SEO foundations are laid.
SEO and Content Marketing
Technical SEO, keyword-targeted copy on your existing pages and content marketing, for businesses building organic visibility.
Our third approved package covers Google Ads with social media ads. Each package is listed on SMEs Go Digital at S$10,000 for the three months. See how the grant works on a package.
SEO results from our client work
From our SEO work generally, not from grant-supported packages. There are more client results in our portfolio.
SEO results keep building after the groundwork is laid, so decide early what happens when the three months end. Our SEO packages and pricing page shows what continuing costs.
How the EDGE Grant Works on Your Package
Pick one of our three pre-approved packages and your company size to see what it includes, the support rate and how the money moves, step by step.
All EDGE support for digital solutions shares one yearly cap, from 1 April to 31 March, inside an overall EDGE cap per company. Grants you received under PSG, EDG or MRA do not count against it.

Your EDGE Grant Questions, Answered
QCan I use the EDGE grant for SEO?
Yes, through a pre-approved digital marketing package that includes SEO, bought from a vendor listed on IMDA's SMEs Go Digital portal. An SEO retainer that is not a pre-approved package cannot be submitted under this activity, because the application needs a package reference ID from SMEs Go Digital.
QWhat happened to the PSG grant for SEO?
Enterprise Singapore stopped taking PSG applications after 29 September 2026, and SEO packages that PSG used to support now fall under EDGE. A PSG application submitted before 30 September is still assessed under PSG's rules, and an approved project runs to its claim as normal.
QDoes an EDGE-supported package cover local SEO and Google Business Profile work?
Only if the approved package includes it, because the grant supports the package as it is scoped on SMEs Go Digital. Both of our SEO-led packages include Google Business Profile optimisation in their approved scope.
QDoes the EDGE grant pay for SEO every month?
No. It supports one approved package over a defined project period, and Enterprise Singapore accepts a single, final claim for it. SEO you continue after the package ends is a normal business cost.
QCan I switch SEO agencies after my application is approved?
Not within the same application. Enterprise Singapore does not allow a change of vendor after approval. You would need to terminate the application and submit a new one before paying the new agency, or your claim may be rejected.
QMy company has foreign shareholders. Can we still apply?
Yes, if Singapore citizens or permanent residents ultimately own at least 30% of the company, directly or indirectly. Enterprise Singapore looks through to the individuals behind the shares, and the test still has to be met when you claim.
QDo I need three quotations to apply?
Enterprise Singapore's document list for the digital marketing activity asks for the vendor's quotation and a projection of expected cost savings, not three quotations. Compare vendors anyway, because you can generally apply only once for this solution.
QHow do I project cost savings for an SEO package?
Enterprise Singapore asks for the savings you expect in the year after the project, without setting a method on its activity page. For SEO, the natural places to look are paid clicks you expect to need less of and staff hours you expect to free up. Base the figures on your own records; we can help you work them out on the call.
